Can't Install Fusion Middleware 11g Forms/Reports

Hello DBAs,
I have a problem at installing Fusion Middleware 11g Forms/Reports Only.
It always fail at installing AS instance .... I tried about 6 times to finish
installation successfully but always fail.
I install web logic wls1032_win32.exe for windows 2003 Ent. server
Then ofm_pfrd_win_11.1.1.2.0_32.zip 4 disks for windows.

Any new ideas to solve this problem I have?
