Kerry and Martin were right - I opened an SR and found that this is a known bug 
on 10.2.0.1, 10.2.0.2 and 10.2.0.3 - bug # 5364143.  It's fixed in 10.2.0.4 and 
there is also a one-off patch for the older versions so I'll be trying that 
soon and maybe expediting the move to 10.2.0.4 also.

With 10.2.0.2 I'd say it's probably a bug.
