        The one thing to check is if the version(s) you are planning to
migrate to is supported by your application vendor.  PeopleSoft, for
example, hasn't yet certified for v10.

        Then, try to arrange extensive test, including load, volumes,
performance, and user acceptance.  This way your bases will be covered.

        And document everything, so that if anything goes wrong you can
point to paperwork proving you did your homework.

        One last thing: if you decide to stay at v9, document that when
the decision was taken that was the best possible decision and was bought
in by all stakeholders, or someone might haunt you later saying 'you
should have gone straight to v10'.
