What if you worked at a shop where this mythical administrator you
describe does not exist. Such being the case, wouldn't an existing
Oracle DBA be more likely to adopt to the position than, say, a janitor,
and developer or a reporting person?
Also, isn't a database backend with a catalog which has a lot of
similarities to the RDBMS catalog and it's objects heavily involved in
AS administration. If no one else, wouldn't a person with Oracle DBA
experience at least have a head start?
