The caputre part of RAT does not use trace files, and does not require you
to even enable trace on any session. It works under the hood to capture your
SQL and binds plus timing and coordination requirements.
Which version of Oracle you're using? you may be able, if you have diag pack
to build Sql Tuning Sets that do what you want. It does not require you to
buy RAT license.
