Vivek,
 
My understanding is that 9.2.0.7 is the terminal 9i release. So if you migrate 
to 9.2.0.7, you won't need to apply patches later. And if you do have a problem 
and 
call Oracle Support you won't get the automatic reply "upgrade to the 
latest patch".
