Unless they have a signed agreement saying so, your customers are most
likely not in compliance:

...says "These management packs can be purchased only with Enterprise Edition."
Then again, I'm not in Oracle Sales, not a lawyer, not responsible for
misinterpretations of legal mumbo jumbo, etc.
