Related but not an answer to your question.
The same document under Oracle Programmer says that .Net support is part =
of Programmer and Programmer is separately licensable.

Anyone sought clarification on exactly what this means for .Net programs =
using ODP.Net?

Hi all,

There seems to be some question about the use of AWR in 10g,
and whether it requires licenses in addition to licensing
the database software.

This link to the Oracle docs indicates that AWR is considered
part of the Diagnostic Pack, and as such must be separately=20
licensed.
