ASM_POWER_LIMIT is 3. I tried using 9 or 10 during manual rebalance. Looks
like this problem is because there is not enough space in most of the
existing disks. Oracle recommended to free up space in the existing disks by
moving one file that spans all the disks. That should free up some space and
should let the rebalance complete.  We are using external redundancy, not
sure why it has to rebalance.
