ADMIN: update to posting guidelines

Hi All,

I have updated the posting guidelines at 
http://www.freelists.org/webpage/oracle-l in response to the discussions of the 
last few
weeks.

In short, this list is still "for the discussion of anything to do with using 
Oracle databases" and that includes entry level
questions.
However, people are expected to make a reasonable attempt to gather basic 
information before posting a question.
You may complain to repeat offenders privately, or if that does not work, you 
may complain to me.
But please do not post complaints and unhelpful or discourteous responses to 
the list.
