No, the startup will fail with an error telling you that you have a
standby controlfile.

Subject: 9i physical standby startup

Hi List,

To start up a physical standby database, you use "startup nomount" and
"alter database mount standby database;" ....

What if someone just types in "startup" and hits Enter?

Does the standby need to be recreate from zero?
