I get connected failed because target host or object does not exist.  Below
are the tnsnames entries.  Krb1 works, connects to public ip, krb2 does not,
it connects to a scan ip.  Tnsping works on both krb1 and krb2 .:

KRB1 =
  (DESCRIPTION =
    (ADDRESS = (PROTOCOL = TCP)(HOST = 10.12.1.140)(PORT = 1521))
    (LOAD_BALANCE = yes)
    (CONNECT_DATA =
      (SERVER = DEDICATED)
      (SERVICE_NAME = krbllgr2)
      (INSTANCE_NAME = krbllgr21)
    )
  )

KRB2 =
  (DESCRIPTION =
    (ADDRESS = (PROTOCOL = TCP)(HOST = 10.12.1.148)(PORT = 1521))
    (LOAD_BALANCE = yes)
    (CONNECT_DATA =
      (SERVER = DEDICATED)
      (SERVICE_NAME = krbllgr2)
