I would assume this means "clients not upgraded to use the VIP name or VIP IP 
address". If the Listener just listened on the VIP then clients connecting to 
the Public IP would fail to connect - not much of an upgrade if you left the 
clients unchanged but then some users/sites are change sensitive.
 
Problem with that is that Oracle recommend all clients use the VIP right? Maybe 
old clients do not support Connect Time Failover using VIPs?
