11.2 migration AIX - DST error - ORA-56920: a prepare or upgrade window or an on-demand or datapump-job loading

Migrated database from 11.1.0.7 to 11.2.  During DST steps
have encountered this error.  Error is documented but cannot
determine how to get past it.  Any ideas?
