Absolutely correct. But who'd got that bright idea to make CONNECT
role setup in that way until and including 10.2.0.1? There must be
some explanation. :)

I believe this has been finally rectified in 10.2

SQL> select privilege from dba_sys_privs where grantee='CONNECT';
PRIVILEGE
----------------------------------------
CREATE SESSION
