At this company, I give SELECT ANY DICTIONARY and SELECT_CATALOG_ROLE to
non-DBAs that insist on using oem. Even if the buttons show up, they cannot do
anything with them.
Company and security policy here dictate that only DBAs have the OEM_MONITOR
role here. There was whining, but in tthe end, they don't even know the
difference.

well, I havent seen the opertaor type privilege on OEM. Ppl at senior level
wont remember the password.
Is it possible that as I m giving them only dictionary view privs, they wont be
able to see SHUTDOWN/STARTUP buttons if we can set operator level or any other
type of user in OEM?
as we are giving in ORACLE select any dictionary, OEM helps us to get that kind
of view?
Possible?

At Oracle level, with SELECT ANY DICTIONARY and MGMT_USER you cannot do much
more than connecting and selecting the data dictionary. What's the problem?
