As Governments produce new legislation
especially around Income tax and earnings (which has a direct effect on
payroll), we may need new functionality with respect to this legislation.
Usually the new legislation comes into effect at the start of a new
tax/financial year. FYI in the UK 
it’s usually 5th April..
