Thank you Jurijs for the clear reply I guess I will pass on the wf
expert certification since I am an apps dba and to be honest I did not
used it (I just configured the mailer).
So I can say now congratulations for both the expert certificate and
for the new coming baby ;-)

1Z0-231 Implement Oracle Workflow 11i - exam is more Development
focused.
I would say that 70% of questions related to WF development process
that is not directly related to Apps DBA duties.
Questions like which Message Attribute properties you need to set in
order to .... is quite typical example.
Or what results (syntax) can has Notification activity (chose four) -
like questions are common one.
Part of the questions related to navigations from Web pages. Which
page you use in order to ....
There were 10-20% of questions related to Apps DBA duties.
After I went through questions first time during exam I answered ~30
questions from 72 ;(
And end of the exam I wasn't really sure if I passed it.
I would say that the best person for this exam is WF Developer or
Implementation consultant who have work on WF coding process for 1-2
years.
For preparation I have used Self-training CD set ordered from Oracle
Education (500$).
PS Sorry for late response we with my wife are preparing for second
Baby born at the moment.
