For the memory sizes, you can look into the Oracle Forms sizing
recomendations, this would cover the online users. Also you need a large amount
of memory for the java components, each JVM uses at least 512Mb. There are four
of them, and they are enabled even if you are not using them. There is a note
specific to self-service JVM tuning on metaling that brings some references to
the memory sizes.
For the database the Oracle Applications database initialization
parameters note has some recommended memory settings. The concurrent will be
guesswork, you should use at least the same amount of memory you are allocating
for the database. The concurrent manager memory is dependent on the amount of
managers you intend to run.
For the CPU and disk sizes you are on your on, since this is dependent
on the workload. You can look into some Oracle Applications benchmarks to try
to extrapolate the values. And you need to be aware of the load profile. A
system that receives lots of information from legacy applications to process
them in batch would use a lot of disk and CPU power even if there are few
users. A system that has most data inputed by online users would be much less
demanding on the hardware.
Oracle has a sizing spreadsheet, but it is internal, you would need to
ask Oracle Consulting to do the sizing for you. The sizings I have seen from
Oracle were usually underestimated.

Please read the document/manual for the O/S you are planning to install. That
has the minimum requirements - which I think is good for installing on our
home pc/server. I have never seen oracle minimum requirement at a client site.
There will be no chart/template thats fits for all environment.
You can request sizing (h/w, memory & cpu) from your hardware vendor - normally
they do it for free.
