But no rows in output that means no printer is set at user level:-( can
you suggest what could be the other reason for the printer not being
able to remove.

The parameter is already there :

and upper(n.user_profile_option_

name) like upper('%&profile_name%')

Enter 'PRINTER' for the parameter.

I'd suspect that printer is set to the "default printer" either in a
concurrent program definition or in someone's profile.
