REP-3000: Internal error starting Oracle Toolkit

Hi DBA's,
We are getting the tool kit error for custom reports


On the same server we have 2 instances...one of the instance works fine
without any display error.

The new instance which is a production clone recently on the same server has
the issue with custom reports with the Toolkit error
