PUBLIC:PLITBLM problem

Hi,
I'm in 11.5.10 CU2
After a database upgrade from 9.2.0.6 to 10.2.3.0 , i have this problem
every morning :
ORA-20001: Oracle error -6508: ORA-04065: not executed, altered or dropped
stored procedure "PUBLIC.PLITBLM" ORA-06508: PL/SQL: could not find program
unit being called: "PUBLIC.PLITBLM" has been detected in
FND_GLOBAL.INITIALIZE. ORA-20001: Oracle error -6508: ORA-04065: not

PL/SQL: could not find program unit being called: "PUBLIC.PLITBLM" has been
detected in FND_GLOBAL.INITIALIZE.
When i check, i have more than 300 FNDLIBR lines.
after clean this lines and run utlrp.sql, the connection is ok but until the
next day.
How can i resolve this permanently ?
