Hi Mamta,
Try to run autoconfig at Apps Tier Then check, It can be the reason. coz this
case happens alot after cloning the instance.

have u checked the Apache's acces_log and
error_log ($ORACLE-IAS\Apache\Apache\logs)?
Look into the error_log file sure we will find something here

Yes ,please check the fnd_node table and target.dbc file .
May be this issue due to miss match the server id in fnd_node and .dbc file.

What appears to stand out is that the following dll can't be loaded for some
reason
