Cloning Issue

Hi DBA's

 

When I Run adcfgclone.pl dbTier on 11.5.9 on windows 2003

 

Its is erroring out at adcrobj.cmd

 

So I went manually and run adcrobj.cmd

 

Receiving below error.

 

ORA-01031: insufficient privileges adcrobj.cmd

 

Not able to connect sqlplus as sysdba.

 

Please suggest me..
