Hi Mamta,
You should be able to write a script and execute the script remotely.
The script will execute autoconfig (or whatever you like) locally and
solve the remote problem. You should have a few options between
Windows batch scripting and a UNIX-like shell such as MKS or Cygwin.

adsvalsn.cmd restarts the listener from the db tnsnames.ora as a
part of autoconfig and rebuilds it.
It fails when we run from a remote client.

Could you search adsvalsn.cmd in autoconfig logfile(file name is
listed on ending on autoconfig screen.) and find more detail errors
when the scripts was executed.
of course,you can open d:\oracle\testcomn\admin\install
\TEST_oratest3srv\ adsvalsn.cmd and see what this scripts actually do.
