Since you're on windows, MKS Toolkit (or Cygwin) is one of the
prerequisites for E-Business Suite. Both products contain (or can
contain):
-- A telnet server (telnetd)
-- A SSH server (sshd)
In both cases, you may have to "start" the service.
Additionally, you could install VNC (http://www.realvnc.com) or you
could use the Windows Remote Desktop connection.
(One of the many reasons why I don't recommend Windows as an
enterprise applications platform).
