I believe that Vasu was indicating that the "APPLSYS" user password was
either locked or invalid.

This would correlate to note 1158219.1.

If the account is not locked, then I'd suggest re-running FNDCPASS and
AutoConfig to change the "APPS" password again (since the APPS and APPLSYS
accounts are "tied").
