Try checking the below MOS notes:


   1. *Error Migrating Platform adpatch fails with : DCPW null for "APPLSYS"
   [0] [ID 756706.1]*
   2. *aipspv(): Error Setting Up PDI List for Upgrade [ID 330238.1]*

What is the output for the below queries:
SQL> select distinct(status) from apps.FND_PRODUCT_INSTALLATIONS;
SQL> select username, account_status from dba_users where username like
'APP%';

Is this application newly created? or cloned? or migrated to a new platform?
When was the last time the application worked fine?

Too many questions, huh!
