Actually the instance is at R 12.1.3   & these files are NOT present , they 
only exist at 11i.

Check the apps password in the below files..whether its same or not.
 
$IAS_ORACLE_HOME/Apache/modplsql/cfg/
 
$ORACLE_HOME/8.0.6/reports60/server/CGIcmd.dat

1) Ran FNDCPASS
2) Ran autoconfig
3) checked apps and applsys by running sqlplus /nolog
3a) connect apps/new_apps_password
3b) connect applsys/new_apps_password
4) ran adadmin
5) attempted to change back by running, FNDCPASS apps/new_apps_password 0 Y 
system/system_password SYSTEM APPLSYS old_apps_password
6) ran autoconfig
7) ran adadmin and it still did not work.

Please restore the database or atleast the FND user tables if you have it from 
the backup and do the FNDCPASS again and run autoconfig and see...
