I did so & I ran the FNDCPASS , then the log of request completed successfully  
& show that couldn't decrypt all users at applications including front-end 
users.

Then I started all Apps services successfully But same error at Adadmin appear 
& Applications don't start.

Also I verified the encryption of APPS & APPLSYS Accounts by that way.

select ENCRYPTED_ORACLE_PASSWORD
from FND_ORACLE_USERID
where ORACLE_USERNAME IN ('APPS', 'APPLSYS');

& both have the same encrypted password

select ENCRYPTED_ORACLE_PASSWORD
from FND_ORACLE_USERID
where ORACLE_USERNAME = ‘APPLSYSPUB’;

Then shows another encrypted password which is equivalent to "PUB" password.

I'm really so confused
Please advice me.

I believe that Vasu was indicating that the "APPLSYS" user password was either 
locked or invalid.

This would correlate to note 1158219.1.


If the account is not locked, then I'd suggest re-running FNDCPASS and 
AutoConfig to change the "APPS" password again (since the APPS and APPLSYS 
accounts are "tied").

Have you tried logging into the database via sqlplus to double check the apps 
password?
