I am working on the SSO to EBS now.
 
I am just trying to get my head around the reports 
 
Submitting the EBS report through Portal for our external customers.

   Argh. Well I am kind of burned. I am working with SSO on the eBusiness Suite 
11i for about two years now, and went through many problems during 
implementation, not only due to bugs in Oracle, but also due to the complexity 
of the environment, which also involves Microsoft Active Directory.

   Some things simply are broken and we needed to customize, since we cant 
simply wait Oracle support to catch up with the fixes.

   I expect that you wont find as many issues, since it this integration is 
more mature now.

   Hmm, FND_REQUEST will allow you to submit the request, but not to view the 
output.

   To retrieve the output you will need to use another package, I am not sure 
but it should be FND_WEBFILE.

   Btw the documents I sent about portal integration with EBS are for the 11i 
version. There are documents specific to the 12.0 version, check metalink note 
380482.1, Section 3: Application Tier. Beware that those integrations take a 
lot of work to implement.

We were going to recreate the reports on Portal and I was working on that and 
now I found out they are utilizing BI Publisher which I understand we have to 
pay extra to use on Portal.

   You can create a button, portlet, whatever, on portal to call FND_REQUEST to 
submit a request. You probably will need to use a dblink, so you may need to 
wrap the call to FND_REQUEST around a custom package to avoid dblink issues. 
Search for FND_REQUEST on metalink, it will display some samples. This is the 
quick and dirty solution.

   Also, if you want a more deep integration with portal, you could implement 
SSO, create a personalized self-service report submit page, place it on a 
custom responsibility, add it to all the users, and provide a link on Oracle 
Portal to it. This would likely take a few months of work. See notes 261914.1 
and 233436.1
