   You can create a button, portlet, whatever, on portal to call FND_REQUEST to 
submit a request. You probably will need to use a
dblink, so you may need to wrap the call to FND_REQUEST around a custom package 
to
avoid dblink issues. Search for FND_REQUEST on metalink, it will display some 
samples. This is the quick and dirty solution.

   Also, if you want a more deep integration with portal, you could implement 
SSO, create a personalized self-service report submit page, place it on a 
custom responsibility, add it to all the users, and provide a link on Oracle 
Portal to it. This would likely take a few months of work. See notes 261914.1 
and 233436.1
