1080p60 has never been permitted in A/53, and will most likely never be
permitted; the reason is legacy receivers, as John Shutt pointed out, but
mis-applied to being a constraint on AVC.
1080i60 is permitted, but I don't think anyone has ever tried that.

I'm too lazy to go look now but I thought the ATSC table allowed both
1080p/24 and 1080p/30, just not 1080p/60. Though I don't know of those
two ever being broadcast.
