No.
We are talking only about a small number of simultaneous frames - typically 5 to 30. so we are talking about one or two GOPs. The major impact is the need for two decoders, which is not a big deal anymore and adds all kinds of useful capabilities to the TV (e.g. Picture-in-picture).
The extra overhead can easily be accommodated in the stat mux. In essence it is simply a case of "pre-rolling" the next stream."
I'm guessing here. It does seem that this particular trick, i.e. fading scenes, hasn't been fully figured out in DTV, to me.
There are a number of encoders that have special firmware to deal with fades. I am not aware of any that can deal effectively with crossfades. The problems with "swoop logos" are notorious - lots of detailed moving information over a transition form one stream to another. This too could be done in the receiver, since the swooping graphic is typically just a still image that moves - my Mac does this when opening up applications that have been suspended and put on the task bar.
Or maybe we'll be trained into thinking that "fading" means "gradually decompose the image into an artistic mosaic." In other words, it's a feature.
