I think what Bert was saying was to increasingly filter to lower
effective (blurred) resolution during the cross-fade process. And that
seems like a good idea to me. The detail is obscured anyway and motion
comp doesn't work well there so you might as well just blur instead of
block.

You start the second stream and let the buffer fill, then do the
cross-fade in the receiver. Fades are easier - just a byte to tell the
receiver to fade the current stream doww before switching to the new
stream.
