Not true. The NTIA developed the specifications and released them about a year ago. The specifications DO ALLOW for NTSC pass through, but this is not a requirement.


It is ALSO an NTIA requirement that consumers who order coupons (essentially NTIA "gift cards") present these cards in person at a retail location. Presumably this is to prevent fraud and to enforce the 2 box limit. The retail products have a special warning label on them informing the buyer that they cannot return the box for full credit - only the portion that they pay above the value of the coupon can be returned to the consumer, and they REALLY DO NOT want to accept any returns.
