I came to roughly the same conclusions as you did when looking at that FCC
viewgraph presentation I pointed out recently:

Seems to me that cable, IPTV, or FiOS are well positioned to do this, in that
they can do the whole job in house.
On the other hand, DBS and OTA are threatened, for exactly the same reasons.
Both the DBS and the OTA spectra are being considered for repurposing to
terrestrial wireless broadband.
It's not mandatory that they do so, but if the cable/FiOS/IPTV walled gardens
become unwalled broadband IP media, as you suggest, and if they improve their
core networks as they would have to do when all of their subscribers have
broadband access, then any TV can be sent over these pipes. And of course, the
new wireless broadband services woule try to emulate this model.
Add to this that cable companies are going to allow their subscribers access to
all their TV via the Internet, when not at home, and all the pieces can fit.
But I get a very uneasy feeling when the government lawyers start becoming too
activist and intrusive. Sort of like promising $100B per year of our money, to
do things that are, most likely, largely fruitless. In this country, we do not
elect politicians because we think they are experts. We elect them to represent
*US*. When they start throwing their weight around as if they know better,
that's when they should start to worry that they will soon be replaced.
