What is the definition of GPS time?

"The GPS epoch is 0000 UT (midnight) on January 6, 1980. GPS time is not adjusted and therefore is offset from UTC by an integer number of seconds, due to the insertion of leap seconds."

What is the definition of the STT variable <system_time> as given in A/65C?

http://www.atsc.org/standards/a_65cr1_with_amend_1.pdf Page 24:

"system_time -- A 32-bit unsigned integer quantity representing the current system time as the number of GPS seconds since 00:00:00 UTC, January 6th, 1980."

The STT variable <system_time> is GPS time.  How can you argue otherwise?
