As if eking out the last bit of spectral efficiency is the goal of broadcasting. What do YOU care of a station would choose to broadcast a single 480p widescreen SD using 6 Mbps of data rate at QPSK?

It would fully meet the FCC requirements, and it is up to that station's management to decide if it meets their business model. Maybe it would become the new "cable placeholder."

See, John, here's my problem with your pining about COFDM flexibility.
If a station is so interested in low power bills as to remain in low
VHF, which is a pain for their audience, they will also resist going
back to full spectral efficiency if they think they can remain at, say,
16-QAM. What do they care?
