However, the band plan, as implemented, also had every VHF Low Band
and every VHF High Band channel as part of the transition.

Unfortunately, a number of Ch. 2 affiliates and O&Os received Ch. 3
as their digital channel.

And, similarly with all the other VHF channels, at least in several
markets.

In the second-largest market, every VHF channel, and Los Angeles is
the ONLY market which has every possible VHF assigned for commercial
broadcasting, and all of those channels are also "zero offset" as
well, all seven initially went to UHF, but in the second round all
the VHF High Band stations (KABC/7, KCAL/9, KTTV/11 and KCOP/13)
elected to move back to VHF High Band for digital, and all have done
so. The VHF Low Band stations (KCBS-TV/2, KNBC/4 and KTLA/5) have
moved to UHF.

Blame the fiasco on the politicians, who saw a "golden goose" by
retaining VHF (Low and High Bands) as TV in the interim, but
auctioning it after the transition had been effected.
