That's why I put "confusion" in the subject line.

1. Cable does not have to shut off analog transmissions on 17 Feb 2009,
or ever.

2. "ATSC to QAM" by itself does not degrade anything. Presumably, they
are talking about the physical layer only, 8-VSB to 256-QAM or 64-QAM.

There is another article in that same issue that correctly states that
cable companies typically use more compression, which is why image
quality becomes degraded.
