Perhaps the heavy price was the need for 3 dB more signal to equal the fringe reception of ATSC. A point that Dr. McDonald consistently makes when comparing COFDM to 8T-VSB. In the real world testing in Baltimore in 1999, the fringe reception of COFDM and 8T-VSB at equal average power was immeasurable. Then there is the higher peak-to-average ratio of COFDM over 8T-VSB, which would also require larger transmitters and their recurring expenses. But again, for VHF stations that were assigned the maximum power, I don't think that the loss of a couple of dB in the fringe in order to accommodate a higher peak-to-average ratio would be measurable. What would have been measurable was the markedly improved indoor and high multipath reception performance of 2000 vintage receivers.
