Perhaps the heavy price was the need for 3 dB more signal to equal the 
fringe reception of ATSC.  A point that Dr. McDonald consistently makes when 
comparing COFDM to 8T-VSB.

In the real world testing in Baltimore in 1999, the fringe reception of 
COFDM and 8T-VSB at equal average power was immeasurable.

Then there is the higher peak-to-average ratio of COFDM over 8T-VSB, which 
would also require larger transmitters and their recurring expenses.  But 
again, for VHF stations that were assigned the maximum power, I don't think 
that the loss of a couple of dB in the fringe in order to accommodate a 
higher peak-to-average ratio would be measurable.

What would have been measurable was the markedly improved indoor and high 
multipath reception performance of 2000 vintage receivers.  Here we are in 
2005 still waiting for delivered product that meets 1999 promises.
