Yes, that's the point!
If you buy the patents then we'll throw in the buildings and the factories and everything for free. Patents are immensely important for us, we could literally not exist without them. It's what earns us an honest pay. 

No .. it is what allows you to extort too much money. It is why the
Chinese economy is growing so fast: they are not constrained by patents,
which they can ignore.

It is why if you want a DVD player that will play ALL DVDs without
regard to "region" you have to buy one from China.
