As I said, there are lots of options for urban and suburban broadband already. The entire push for internet was precipitated by the lack of rural broadband internet access.

If this is instead turning into a way for new providers to break into the profitable urban and suburban markets, then there are backroom buddy deals being struck at the FCC.

Not quite that easy. The FCC's push is not just for broadband, but for wireless broadband. Having adequate spectrum for wireless broadband is much more difficult in dense urban areas than anywhere else.
