First off, there are more broadcasters in any given market than telcos
or companies offering VoIP. A typical location is served only by a telco
and a cable company. And useful VoIP requires broadband access, which
means the local service provider choice will continue to be limited. (In
the future, perhaps more MMDS type companies will emerge? Who knows.)

It will be such giants which will be the most likely to be able to
afford the prices demanded at auction, I would expect. Not the OTA
network affiliates.

In any event, my point has always been that for the use of white spaces
to work without interference, the sort of intelligent planning that only
a legitimate administrator can provide would be necessary. Use the
beacon method, or a more statically configured scheme, such as used by
wireless mikes by responsible organizations, would be needed. I never
said that only broadcasters need apply. My disagreements with you on
this matter are all based on the fact that you think simple physics is
FUD.

Also, note that whatever is done with white spaces will be very short
range.
