I think the viable market for broadcast moving forward is to all devices
mobile and fixed and OTA has the advantage yes. But what I am saying is that
contrary to my expectations the market as represented by Auctions 73/76 does
not agree with me. The ONLY license that can use 50 kW is going for far less
than those that are restricted to 5 kW. The reason being that the spectrum
so restricted is paired for cellular use such as B and A  while the E block
is only 6 MHz unpaired.

The perceived wisdom of the market today sees broadcasting OTA using 700 MHz
spectrum that allows 50 kW, 54, 55, 56  (E Block) and 59, as being only to
cell phones. Mobile TV stands for broadcasting to cell phones in most
articles I read. And the value of that use is put far below the use of the
same spectrum for cellular data.

I disagree. I think the value of this spectrum is worth 30 to 50 times its
cellular value if used for broadcasting to all devices fixed or mobile.
Auction 73/76 suggest that broadcast use is one fifth the value of cellular
data use. Compare the prices paid for the A Block to the E block.
