Don't know where I thought I rememebred the 5 milliseconds from, it
turned out to be .05 milliseconds, or 50 microseconds when I looked it =
up.

Nonsense!  It's measured in MICROseconds!

Here are data on a Panasonic picture tube's phosphors' decay to 10% of=20
the initial peak value:
red - around 100 microseconds
green - 20-40 microseconds
blue - 11-17 microseconds
