Not quite. As the charts show, when the signals were uncompressed, they were ranked 1080p first, then 720p, then 1080i (and then SD), although the rankings were close and there was considerable overlap. The progressive formats still won. This means that when they were comparing the uncompressed formats, there was no noticeable difference.
Alas, no. In a long-GOP compression system, it is more difficult to deal with interlace than with progressive. There have been some extraordinary claims made for the relative compression efficiencies, and I haven't been able to confirm them, but it makes sense when using P and B frames that interlace won't be as easy to predict or interpolate as progressive. In a nutshell, here's what appears to be the real deal, going from the EBU *and* the Mark Schubin findings: If you acquire at 1080i, then your best bet is to deinterlace directly to 1080p and bypass that 720p step. But since 1080p is not an approved ATSC transmission format, your best bet is to go all the way to the receiver with 1080i, and let it deinterlace to its native 1080p format.
