I believe that 45 Mbps is the raw throughput, not the net payload.
As such, 8-VSB in a 6 MHz channel delivers 32 Mbps including FEC.

It is not said this is done in an 8 Mhz channel , but i guess it is
implicit.
Recalling recent discussions, this would translate to a spectrum
efficiency of 5.6 b/s/hz .
