Well, at least now you're talking about the beginning, and not the middle.
Did the FCC issue this NPRM by it's own motion, or did it do it in response
to a petitiion for rulemaking? What person or organization filed that
initial petition for rulemaking?
I can help you out a bit here. The FCC issued the NPRM in response to a
petition filed by the NAB, at the urging of John Abel (remember his name in
this thread).
These are public documents (all of which I read contemporaneously, but I was
a bit tardy on the NAB petition: I read it about two weeks after it was
filed.
And, others joined in after the NAB led the way; some were only a day or two
behind, indicating some degree of coordination.
Just to bring this whole thing full circle, in spite of having -- laughably,
and to much derision -- CBS saying that DBS shouldn't we granted to the
applicants because CBS had a weasel of HDTV that should use DBS frequencies
(a stance by the way, that caused them EXTREME problems with their
affiliates despite them knowing it was a weasel), CBS, IIRC, was the last of
the networks to chime in on the NAB petition, and did it AFTER the NPRM was
issued.
